Parliament Resumes Sitting Today with Busy Legislative Agenda on Energy, Security and Justice

The Parliament of Ghana resumes sitting today, Thursday, May 21, marking the start of the Second Meeting of the Second Session of the Ninth Parliament of the Fourth Republic.

The Majority Chief Whip, Rockson-Nelson Dafeamekpor, has outlined an extensive legislative programme for the session, with key focus areas including transport, energy, justice, and national security reforms.

In the transport sector, lawmakers are expected to consider the Maritime and Related Offences Bill, following the presentation of a committee report. Parliament will also review Road Traffic Regulations and examine a series of bilateral air service agreements involving Luxembourg, Qatar, Saudi Arabia, and the United Arab Emirates.

The energy sector is also set for significant attention, with proposed reforms including a review of the National Petroleum Authority’s legal framework. Other proposals include measures to encourage private-sector participation in electricity distribution, the establishment of a Nuclear Power Corporation, and the creation of a Renewable Energy Authority to coordinate solar and wind energy development.

On justice and national security, the Interior Ministry is expected to present a Community Service Bill aimed at reducing prison congestion through non-custodial sentences for minor offences. Parliament will also consider amendments to the National Identity Register law, revisions to parole regulations, and new legislation designed to improve coordination among security agencies.

Additionally, lawmakers are expected to deliberate on a proposed Code of Conduct Bill focused on asset declaration and ethical standards in public service. A consolidated amendment to CI 47, which governs High Court civil procedure, is also expected to be laid before the House.

The session is anticipated to be a busy one as Parliament tackles a wide range of reforms across critical sectors of the economy and governance.
