GUTA Suspends Strike Over Publican AI System After Talks with Ghana Shippers’ Authority

The Ghana Union of Traders’ Associations (GUTA) has suspended its planned nationwide strike against the controversial Publican AI system following a high-level meeting with the Ghana Shippers’ Authority (GSA).

The decision comes after both parties met on Monday, April 13, 2026, at the Ghana Shippers’ House in Accra to address growing concerns among traders over the implementation of the system. The meeting brought together GUTA executives, freight forwarders, and GSA officials, including Chief Executive Officer, Professor Ransford Gyampo.

Prior to the meeting, GUTA had announced a directive for freight forwarders and clearing agents to halt duty payments and suspend operations from April 13 to April 17, 2026. The planned industrial action was intended to pressure authorities into suspending the Publican AI system and allowing for broader stakeholder consultations.

However, following Monday’s engagement, GUTA agreed to hold off on fully enforcing the strike to allow room for further dialogue. A crucial follow-up meeting has been scheduled with the Minister of Transport, Joseph Nikpe Bukari, on Thursday, April 16, 2026.

Speaking during the discussions, Prof. Gyampo emphasized the importance of cooperation and continuous engagement in resolving issues within the trading and shipping sector. He assured stakeholders that their concerns would be addressed through the appropriate institutional channels.

He also reaffirmed the GSA’s commitment to promoting transparency and efficiency in the sector, while ensuring that ongoing reforms serve the broader economic interest.

Despite suspending the strike, GUTA leaders maintained their strong opposition to the Publican AI system. They continue to call for its suspension, arguing that rising duties linked to the system are putting significant pressure on traders and manufacturers, with some being forced out of business.
