Ato Forson Says $10bn New Economy Programme Will Drive Job Creation

Finance Minister Dr Cassiel Ato Forson says the government’s US$10 billion New Economy programme will focus on creating jobs, improving incomes and expanding opportunities for Ghanaian businesses as the country moves from economic recovery to growth.

He said the 2027 Budget will outline how the government intends to translate the gains made in stabilising the economy into tangible benefits for Ghanaians, particularly young people, farmers and local businesses.

Dr Forson is expected to present the budget to Parliament on Thursday, November 12, 2026, with details of the New Economy programme, a four-year investment plan announced by President John Dramani Mahama, forming a key part of the presentation.

“Ghanaians made sacrifices to get our economy back on its feet. Now, that recovery must mean decent jobs for our young people, better incomes for our farmers and room for Ghanaian businesses to grow and hire,” he said.

He added that the budget would explain how the programme would turn the country’s economic gains into jobs and shared prosperity.

The US$10 billion programme, which will run from 2027 to 2030, is aimed at boosting domestic production, increasing local processing of raw materials and helping Ghanaian businesses expand their presence in both local and international markets.

The upcoming budget comes after Ghana completed the final review of its IMF-supported programme in July. Recent economic indicators have also pointed to an improvement in economic conditions, with the economy recording 6.0 per cent growth in the second quarter of 2026, while annual inflation eased to 5.2 per cent in September.

Dr Forson had earlier indicated the government’s intention to shift its focus towards job creation during the July Mid-Year Fiscal Policy Review.

The November 12 budget is therefore expected to provide a clearer picture of the government’s priority investments for 2027, how they will be funded and how it intends to sustain the country’s economic recovery while creating opportunities for businesses and workers.
