Roads and Highways Minister Governs Kwame Agbodza has given Top International Construction, the contractor handling the 71.25-kilometre Enchi–Elubo Road, until Friday, September 18, to appear before the Ministry with its full Board of Directors or risk having the contract terminated.
The Minister said the contractor had failed to make meaningful progress on the project despite being on site for more than 10 years and receiving several warnings and summons to explain its performance.
Mr Agbodza issued the ultimatum during an inspection of the road project, where he expressed frustration over the slow pace of work and questioned the contractor’s commitment to completing the road.
According to him, the Ministry had given the company several opportunities to improve its performance, but those efforts had yielded little result.
He said the September 18 meeting would be the contractor’s final opportunity to explain its position and demonstrate its readiness to return to the site and continue the project.
“The owner of the company himself never turned up. He is always in Nigeria. He probably has better things to do than to come and do this work. He has taken our GH¢82 million,” Mr Agbodza said.
“I am very disappointed in Top International Company. They did not take our instructions to come to the site and work seriously the way we thought they should.”
The Minister further accused the contractor of showing little intention of completing the project, saying the company appeared to believe that receiving the GH¢82 million meant it had no urgency to resume meaningful work.
“Wherever the owner of the company and the directors are, Friday at 7 o’clock, or we terminate the job without any further discussion,” he warned.
The Enchi–Elubo Road is an important route linking communities in the Western North Region to Elubo and Ghana’s western corridor.
