High Court freezes bank accounts, assets of ex-IMCCoD boss Miracles Aboagye

The High Court has ordered the freezing of five bank accounts and restricted dealings in four properties belonging to former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Miracles Aboagye, as investigations into alleged financial breaches continue.

The order was granted at the request of the Economic and Organised Crime Office (EOCO) as part of investigations into suspected procurement irregularities and financial transactions involving approximately GH¢55 million during Aboagye’s tenure at the IMCCoD.

Under the court’s directive, all transactions involving the five bank accounts linked to Aboagye have been temporarily suspended. The order also prevents him or any other person acting on his behalf from selling, transferring, leasing or mortgaging four identified properties until further notice.

The properties affected include a seven-bedroom residential property at Larteh, a two-bedroom residential property at Spintex, residential apartments at Adjiringanor, and approximately 15 acres of land at Larteh.

The asset preservation order forms part of EOCO’s broader investigation into contracts and financial transactions executed during Aboagye’s time as Executive Secretary. Investigators are examining whether public funds were improperly used, diverted or otherwise mismanaged in connection with procurement activities.

The freezing of the assets does not, in itself, establish wrongdoing by Aboagye. Such orders are generally intended to preserve assets while investigations or related legal proceedings are ongoing, preventing the properties or funds from being transferred or disposed of before the matter is resolved.

Aboagye has denied any wrongdoing and maintained that the transactions carried out during his tenure were lawful and transparent.

The EOCO investigation is expected to determine whether the allegations have sufficient basis for further legal action.
