The Minority in Parliament has accused Finance Minister Dr. Cassiel Ato Forson of manipulating fiscal data to create the impression that government has achieved its half-year revenue target for 2026.
Speaking at a press conference in Parliament on Thursday following the presentation of the 2026 Mid-Year Budget Review, the Ranking Member on the Finance Committee, Dr. Mohammed Amin Adam, alleged that the figures presented by the Finance Minister differed from those contained in the 2026 Budget Statement.
According to Dr. Amin Adam, government fell short of its half-year revenue target by about GH¢2 billion, contrary to the Finance Minister’s claim that the target had been met.
“The Minister is short of that target by GH¢2 billion. He brought a wrong figure to Parliament, and that is why we think it is criminal. He is misinforming the people of Ghana and manipulating the data to look good,” the Karaga MP stated.
He further alleged that the government deliberately adjusted the projected revenue figures downward by GH¢2 billion in the mid-year review to give the impression that it had successfully met its revenue collection target.
“Whereas the fact is, if you go and look at the 2026 Budget Statement and compare the half-year programme revenue with what he just presented today, you will see that he has reduced that revenue by GH¢2 billion so that he can tell Ghanaians that he has achieved the target,” Dr. Amin Adam claimed.
The Minority Ranking Member argued that the figures reflect challenges in government’s revenue mobilisation efforts, insisting that the government is not performing efficiently in collecting revenue.
“Revenue is not coming. They are not doing well and they are not efficient,” he added.
The Minority’s comments follow the Finance Minister’s presentation of the 2026 Mid-Year Budget Review, which outlined government’s economic performance and fiscal developments in the first half of the year.
