Road Contracts to Face Stricter Value-for-Money Scrutiny — Kwakye Ofosu

The government has announced tighter oversight for road infrastructure projects, with all major contracts especially those awarded through single-source procurement set to undergo enhanced Value-for-Money checks before approval.

Minister of State in charge of Government Communications, Felix Kwakye Ofosu, says the newly established Value for Money Office will be central to ensuring that public spending on roads is properly assessed, cost-effective, and aligned with national priorities.

Speaking at the Government Accountability Series on Monday, June 15, he explained that the reforms are aimed at improving efficiency in public procurement while strengthening accountability in the use of state funds.

He noted that under the Value For Money Office Act 2026, all single-source contracts above a set threshold must be reviewed and issued a Value-for-Money certificate before they can be awarded. Such contracts will also require Cabinet approval.

According to him, the move is designed to ensure that even urgent infrastructure projects go through proper technical and financial scrutiny before execution.

“The Value for Money Office will assess whether proposed projects are economically justified, properly costed, and aligned with national development goals,” he said.

He added that road projects, which form a significant part of government capital expenditure, will be a key focus area for the new framework.

The policy is expected to affect road construction, rehabilitation, and emergency works that are often fast-tracked due to their urgency. However, Kwakye Ofosu stressed that the system will be implemented in a way that does not delay critical infrastructure delivery.

As part of the reforms, procurement entities will also be required to publish details of approved contracts, project costs, and beneficial ownership information on a centralised e-procurement portal to improve transparency.
