Mr. Alhassan Betintiche Ziblim Appointed Acting Executive Director of GhLA

The Ghana Library Authority (GhLA) has entered a new phase of leadership with the appointment of Mr. Alhassan Betintiche Ziblim as its Acting Executive Director, effective June 16, 2025. His appointment comes at a critical moment when the Authority is seeking to deepen its impact in literacy promotion and digital inclusion through its network of public and school libraries across the country.

Mr. Ziblim brings to this role over two decades of professional experience spanning public sector administration, strategic management, banking, marketing, and finance. His proven track record of leadership and innovation positions him well to guide the GhLA into a more dynamic and responsive era. Prior to this appointment, he served as Director of Administration at the Ghana Free Zones Authority, where he successfully established and managed a fully functional administrative department for over 12 years. In addition, from October 2017 to January 2025, he served as Secretary to the Finance and Administration Sub-Committee of the Authority’s Governing Board, contributing significantly to institutional development and governance.

As Acting Executive Director, Mr. Ziblim has outlined a forward-looking vision for the Authority. At the heart of his agenda is the transformation of public and school libraries into modern, inclusive, and resourceful spaces that meet the evolving needs of Ghanaians, especially children and students. He is particularly committed to forming strategic partnerships both local and international to support this transformation.

One of Mr. Ziblim’s major priorities is the establishment of a strong welfare and development scheme aimed at enhancing the professional growth and well-being of GhLA staff. Recognizing that a motivated workforce is key to institutional success, he plans to promote continuous capacity building and create more opportunities for staff development.

Another central focus of his leadership will be the review of GhLA’s legislative framework. The law governing the Authority has remained unchanged for over five decades. Mr. Ziblim intends to collaborate with the Governing Board and the Ministry of Education to update this law, ensuring it reflects the changing role of libraries in national development.

Educationally, Mr. Ziblim holds an Executive Master of Business Administration with a specialization in Finance, as well as a Bachelor of Science degree in Agricultural Economics, both from the University of Ghana, Legon. He is also an Associate Member of the Chartered Institute of Administrators and Management Consultants Ghana. Beyond his professional credentials, he is a family man married and blessed with four children.

As he assumes this new leadership role, Mr. Ziblim is committed to working hand in hand with GhLA staff to expand access to information, promote lifelong learning, and ensure that libraries continue to play a vital role in the social and educational development of communities across Ghana. His appointment is widely welcomed within the Authority, as staff express optimism and readiness to support him in delivering a brighter future for Ghana’s libraries.
