Jinapor Secures Investor Interest in Ghana’s Energy Sector, Backs Petroleum Hub Project

The Minister of Energy and Green Transition, Dr John Jinapor, has engaged key industry players and prospective investors to explore investment opportunities in Ghana’s energy sector on the sidelines of African Energy Week.

The meetings brought together companies with existing operations in Ghana and potential investors seeking to enter the market, as the government intensifies efforts to position the country as an attractive destination for energy investments.

According to Dr Jinapor, the companies commended Ghana for its economic turnaround over the past year and the government’s efforts to strengthen the energy sector and improve the country’s investment climate.

In a Facebook post after the engagements, the Minister reaffirmed the government’s commitment to creating a transparent and predictable business environment to attract long-term investment.

“As a government, we are committed to building a credible, competitive and investor-friendly energy sector anchored on certainty, predictability and transparency,” he said.

He added that these principles were essential to strengthening investor confidence, building lasting partnerships and creating an enabling environment for sustainable growth in the sector.

In a related development, Dr Jinapor witnessed the signing of a partnership agreement between the Petroleum Hub Development Corporation (PHDC) and Global Sphere for Phase Two of the Petroleum Hub Project.

He described the agreement as a significant milestone in Ghana’s ambition to establish itself as a leading energy hub in West Africa, with the potential to accelerate industrialisation, attract investment, create jobs and strengthen national energy security.

The project, which is scheduled for development over five years, will include a refinery with a capacity of 300,000 barrels per stream day, two petrochemical plants, storage facilities with a combined capacity of four million cubic metres, and a multi-berth jetty.

Dr Jinapor commended the stakeholders involved in the project and pledged the government’s support to ensure that the initiative moves from agreements to actual construction.

“You have my full support. I will engage the Minister of Finance and the Attorney-General. I will also bring on board the Minister of Lands and Natural Resources so that, together, we can guide this project and provide the necessary backing,” he said.

He also praised the PHDC, led by Chief Executive Officer Dr Toni Aubynn, for its efforts to advance the project, stressing the need for institutional support to realise the government’s ambitions for Ghana’s oil and gas industry.

Dr Aubynn, in his remarks, described Dr Jinapor as a consistent supporter of the Petroleum Hub and said the Corporation had prioritised implementation in 2026.

He explained that the project was expected to become a strategic national asset by strengthening energy security, creating employment opportunities and reducing Ghana’s vulnerability to external economic shocks, including geopolitical tensions affecting global energy markets.

“We believed that the groundwork had been laid, that the partnerships were within our reach, and that the time had come to move from boardroom plans on paper to progress on the ground,” Dr Aubynn said.
