Uncapping GETFund Not a Novel – Dr. Mohammed Amin Adam

Former Finance Minister, Dr. Mohammed Amin Adam, has downplayed the National Democratic Congress (NDC) government’s decision to uncap the Ghana Education Trust Fund (GETFund), describing it as a mere shift in funding approach rather than a groundbreaking policy innovation.

Speaking on JoyNews’ PM Express on Monday, March 17, Dr. Amin Adam argued that the New Patriotic Party (NPP) administration had already established a funding mechanism for the Free Senior High School (SHS) policy, making the NDC’s move redundant.

“When you uncap GETFund to fund Free Senior High School, what is novel about that?” he questioned.

He further explained that the previous administration financed the Free SHS programme through the goods and services component of the Annual Budget Funding Amount (ABFA), which effectively ensured the sustainability of the policy.

“We were funding Free Senior High School with the goods and services component of the ABFA. That’s what we were using to fund it,” Dr. Amin Adam stated.

His remarks come in response to the NDC government’s announcement that it has uncapped GETFund and increased funding for the Free SHS programme, a decision that has sparked political debate over its significance and impact.
