Government Recruits Transaction Advisors to Revive Defunct SOEs – Trade Minister

The Minister for Trade, Industry and Agribusiness, Elizabeth Ofosu-Adjare, has announced that government is in the process of recruiting transaction advisors to assess and restructure defunct state-owned enterprises (SOEs) as part of efforts to revive stalled public investments.

Speaking at the Government Accountability Series on Wednesday, January 21, the Minister explained that the assessment will determine the technical and financial viability of these enterprises and guide decisions on whether they should be rehabilitated, restructured or divested.

Touching on the Komenda Sugar Factory, Madam Ofosu-Adjare revealed that an interim management team has already commenced a technical evaluation of the facility to ascertain its operational readiness and investment needs.

She further disclosed that the Ghana EXIM Bank disbursed a total of GHS 304 million in 2025 to support businesses and export-oriented activities. Out of this amount, GHS 107 million has been recovered, with the bank actively pursuing the recovery of legacy loans to strengthen its balance sheet.

In addition, the Minister announced that government plans to raise up to USD 200 million from the capital markets to complete stalled industrial and infrastructure projects, noting that the move is aimed at protecting existing investments and unlocking economic value.

Highlighting progress in export development, Madam Ofosu-Adjare said the Ghana Export Promotion Authority (GEPA) supported out-growers with over 211,000 coconut seedlings, 2 million pineapple suckers, and other planting inputs to expand export-oriented agricultural production.

She also revealed that 91 small and medium-sized enterprises (SMEs) and seven horticultural associations secured USD 350 million worth of export orders through participation in major international trade fairs. Additionally, 150 SMEs in the handicrafts and manufacturing sectors generated more than USD 250 million via global buyer-seller digital platforms.

In a historic milestone, the Minister announced that Ghana successfully exported mangoes by road to Morocco for the first time, expanding market access within Africa. She also noted that Ghana showcased its digital services exports at GITEX Dubai, positioning the country as a growing player in the global digital economy.

Madam Ofosu-Adjare said these initiatives reflect government’s commitment to revitalising industry, promoting exports, and driving sustainable economic growth.
