Ghana Link Rejects Claims ICUMS Caused Fuel Supply Disruptions, Demands Apology from Star Oil

Ghana Link Network Services Ltd., the operators of the Integrated Customs Management System (ICUMS), has firmly denied claims that a disruption on its platform prevented Oil Marketing Companies (OMCs) from lifting petroleum products for distribution.

In a press statement issued on March 9, 2026, the company described allegations reportedly attributed to Star Oil Company Ltd. as false, misleading, and without any factual basis.

The claims circulating in both traditional and social media suggested that the ICUMS platform had been down since Friday, March 6, causing difficulties for OMCs attempting to lift fuel for supply to service stations across the country. The reports further linked the alleged system downtime to fuel shortages at some Star Oil stations.

However, Ghana Link dismissed the assertions, insisting that the ICUMS platform remained fully operational throughout the period mentioned.

“The ICUMS platform has remained fully operational, including throughout the period referenced in the said statement. At no point has the system suffered any outage of the nature being alleged,” the company stated.

According to Ghana Link, all transactions and operational processes on the platform continued without interruption, allowing stakeholders to carry out their functions normally.

The company further explained that after the allegations surfaced, it conducted internal checks and engaged the National Petroleum Authority (NPA) to verify the facts.

Its findings, Ghana Link said, indicate that the operational challenge cited in the circulating statement is related to the NPA’s Enterprise Relational Database Management System (ERDMS), and not the ICUMS platform.

Ghana Link expressed disappointment over what it described as the spread of unsubstantiated claims, warning that such allegations could mislead the public and erode confidence in a critical national trade facilitation system.

As a result, the company has called on Star Oil to withdraw the statement and issue an unqualified public apology for publishing what it says is false and misleading information.

Ghana Link reaffirmed its commitment to maintaining high operational reliability, transparency, and strong stakeholder support in the management of the ICUMS platform.
