Equatorial Guinea is making significant strides in its energy sector with the construction of a state-of-the-art oil refinery in Bata. This ambitious project is being developed in collaboration with China Railway Construction Corporation (CRCC) and Consolidated International Refinery Development Ltd (CIRDL), aiming to refine 20,000 barrels of crude oil per day.
As one of the world’s leading construction firms, CRCC has an extensive track record, including major infrastructure projects across Africa. Its subsidiary, the China Civil Engineering Construction Corporation (CCECC), has been instrumental in rehabilitating Nigeria’s railway system, executing projects worth over $20 billion.
Strengthening Energy Security and Infrastructure
The refinery’s development began in August 2022 as part of Equatorial Guinea’s broader strategy to enhance energy self-sufficiency and economic diversification. To support this initiative, a Special Purpose Vehicle (SPV) was created, allowing Chinese investors to provide the majority of the funding while enabling the government to allocate resources to other vital infrastructure projects.
On November 21, 2023, President Teodoro Obiang Nguema Mbasogo formally announced the expropriation of land for the refinery site, ensuring that affected communities were compensated. A major milestone was achieved on June 6, 2024, with the completion of the Environmental and Social Impact Assessment (ESIA), signaling progress toward operationalization.
Setting a New Benchmark for African Refineries
Once operational, the Bata Oil Refinery will stand out as one of the most technologically advanced refineries on the continent. It will produce a variety of refined petroleum products—including petrol, diesel, kerosene, and aviation fuel—all meeting the high-quality Euro 6 standard. This ensures that Equatorial Guinea’s petroleum products will be competitive in global markets.
Although the refinery may not be the largest in Africa, its advanced technology will position Equatorial Guinea as a key player in the downstream petroleum industry. The project also includes a petrochemical plant that will manufacture asphalt and plastic-based products such as containers, chairs, and tables, contributing to industrial growth and diversification.
Driving Economic Growth and Regional Influence
The refinery is a key pillar of Equatorial Guinea’s broader economic transformation agenda, spearheaded by President Obiang and Vice-President Teodoro Nguema Obiang Mangue. The country is leveraging its vast natural gas reserves to strengthen its energy sector, positioning itself as a regional hub for oil and gas processing.
As part of this vision, Equatorial Guinea is simultaneously advancing its Gas Mega Hub (GMH) project and constructing a crude oil and petroleum product storage tank farm near the new refinery. These developments reinforce the nation’s role as an emerging energy powerhouse, attracting attention and investment from across Africa.
With the launch of the Bata Oil Refinery, Equatorial Guinea is set to redefine refining standards on the continent, strengthening its energy infrastructure while driving economic growth and industrial transformation.
