Prof. Prempeh Confident in Constitutional Review Process Leading to Meaningful Reforms

Chairman of the Constitutional Review Committee, Professor Henry Kwasi Prempeh, has expressed optimism that the ongoing review process will bring significant changes to Ghana’s governance structure.

Speaking on Joy FM’s Super Morning Show, Prof. Prempeh stated that he has no reason to doubt that the review will lead to impactful reforms.

“We are a committee, and our report will be submitted to the President, who appointed us. Two weeks ago, we had our first stakeholder meeting with him, where we provided an update on our work since our inauguration and sought his views on key constitutional matters based on his experience as both President and former Vice President,” he explained.

However, he clarified that while the President plays an important role in the process, he does not have the final authority.

“The President is only one of the gatekeepers. After clearing his level, the proposals must go through Parliament, as constitutional reform is ultimately a legislative process. It will need to be presented as a bill and passed by Parliament,” he noted.

Prof. Prempeh outlined the procedure, stating that non-entrenched provisions can be amended directly by Parliament, while entrenched clauses will require wider national participation.

He emphasized that the review aligns with the President’s commitment to resetting Ghana’s governance system, which was a key campaign pledge.
